Ruler in PSE 3

Does anyone know why...when the ruler is enabled in PSE 3, the document is centered underneath the ruler as opposed to it starting at the measurement 0? It drives me crazy. The only way I have found to correct this is to slide the slider bars on the right side and the bottom up and down and then the document's edge will be at zero. Is there some kind of setting so I don't have to do this every time? If anyone knows a trick, I would be delighted to hear it.
