Recording custom Actions/effects in PSE 4.0 and CS

Hey there! I usually use Photoshop CS, but have been teaching on PSE 4.0 at a scrapbook store, since it is an affordable version.
I know that EFFECTS in PSE 4.0 are the same thing as ACTIONS in CS but are loaded differently. Does anyone know of a great tutorial on how to create (or record for later use) custom actions/effects in both of these programs? I would love to get my hands on one. Any help would be MUCH appreciated.

PSE does not include the ability to record actions -- just run them. This is probably on my top 5 reasons why I am upgrading to PCSC this week (that and a good deal, LOL)
