I would like to create an old worn out look to my LO. I am using PSP. Is there a filter that creates this look other than using a brush?

I'm not sure if there's anything in the line of an action or filter for PSP, but you could use something like Michelle's worn edges . . .

You can just drop them on as a new layer and adjust the opacity to your taste. But, if you want a more scratchy worn out look over the whole thing, Nancie has a great tutorial in the forums on sanded overlays that includes a great overlay to use . . .

Thank you for your response. I am looking more for the sanded look and the tutorial link you provided looks like a great tut. However, the tutorial is in a pdf file which I can't read on my computer.
Are there something similar to Machine Wash filter that is compatible with PSP?

If you downloaded the freebies with Nancie's tutorial you can probably get the overlay (it's a .png, so you should be able to open that in PSP) even if you can't get to all the details on your machine. You can drag that in as a layer and play with it's color, opacity, etc. until you get something you like.
As for Machine Wash, I'm not aware that there is anything like it for PSP, but I would bet someone will come up with something soon - definitely seems like it'd be a good seller :)

I agree with Vania...overlays are your best bet, and ScrapArtists are the best you can get in the digital world. PSP isn't great for actions, etc. My scripts (except 'homemade' ones) never work.

Overlays are not the only way to go. There are tons of filters out on the net to create the look you are looking for. Filters unlimited has an old worn out effect. Google it for a free download.
